In an effort to ease complaints by the U.S. and Europe about a heavy influx of low priced Chinese goods, China will raise export tariffs on 74 categories of textile products in June. This follows plans from the U.S. to impose quotas on Chinese textiles and clothing.

Products likely to see an increase from the Chinese move include synthetic fiber shirts, trousers, knit shirts and blouses, cotton shirts, and combined cotton yarn. Last week, similar restrictions were imposed by the U.S. on cotton trousers, knit shirts, and underwear. Currently, a 2.5 cent charge per item is imposed; the new tariff will raise this to the equivalent of 12 cents per piece now. While this is a fourfold increase, it is not expected to affect consumer prices. Because of this, some doubt the tariff will have any effect on correcting the trade imbalance.

This move is in response to U.S. trade quotas imposed due to concerns that increased Chinese goods would put U.S. textile manufacturers out of business. According to Auggie Tantillo, executive director of the American Manufacturing Trade Action Coalition, a textile industry group in the U.S., the move will preserve 10,000 U.S. jobs. The new U.S. trade quota will limit the growth of Chinese textile imports to 7.5 percent compared with shipments over the past year.

Prior to January 1, a global quota system helped regulate the trade. With the quota system gone, fears have arisen that a flood of Chinese goods could undercut U.S. competitiveness in the market. China is able to market its goods cheaply due to an artificially weak yuan. The U.S. Treasury criticized the China yuan policy as “highly distortionary”, posing a major risk to China’s economy itself and to global economic growth. They challenged China to revalue its currency to bring it to a level they believe will allow fairer competition between global manufacturers.

China has disputed the charges of the U.S. Treasury. Chinese Commerce Minister Bo Xilai said, “I believe they are not reasonable”.

Laura Jones, a representative of large retailers, also criticized the move, saying “These restrictions on imports from China will do absolutely nothing to help the U.S. textile industry — and the government knows it.”

China has seen a boom in economic growth in recent years due to growing trade surpluses with the West, but economists worry that the trade gap will cause longer term global economic problems. China’s textile and apparel exports are the most noteworthy example, with exports up over 1,000 percent in some categories this year and the rapid loss of marketshare and jobs by U.S. textile manufacturers.

Beginning in 1978, the Chinese economy has been transforming from a Soviet-style centrally planned economy to more of a free market style system, under the rigid political control of Communist Party of China.

To this end, the government has leveraged foreign trade to stimulate economic growth. The result has been a fourfold increase in GDP, making China the sixth largest economy in the world. By 2012 the People’s Republic of China may have the highest GDP in the world.

According to U.S. statistics, from 1999 to 2004 China’s trade surplus with the U.S. doubled to $170 billion. Wal-Mart is China’s seventh largest export partner, just ahead of the United Kingdom.

However, the gains from their “socialist market economy” have not been without problems. The Chinese leadership has often experienced the worst results of socialism and capitalism: bureaucracy, lassitude, corruption, and inflation. Inflation rates have been an on-going challenge, reaching as high as 17% in 1995.

Environmental deterioration is a longer-term threat to economic growth. In 1998, the World Health Organization reported that China had seven of the 10 most-polluted cities on Earth. Another concern among some economists is that China’s economy is over-heating, and due to its global economic expansion this could have major repercussions among other nations.

Typically, wages have been low and working conditions poor, with workers living in restrictive dormitories and working at boring factory jobs. However, recent labor shortages have started improving conditions, and raising the minimum wage towards the equivalent of 100-150 US dollars per month. The labor shortages are in part a result of a demographic trend caused by strict family planning.

The possibility of large-scale protests in the face of the 3,000 journalists covering the Melbourne 2006 Commonwealth Games, has event organisers and the Government worried.

The group “Black GST” – which represents Indigenous Genocide, Sovereignty and Treaty – are planning demonstrations at prominent Games events unless the Government agrees to a range of demands including an end to Aboriginal genocide, Aboriginal Sovereignty and the signing of a treaty.

The Black GST say they hope the focus of the world’s media will draw attention to the plight of indigenous Australians during the Games. Organisers say supporters are converging from across Australia and from overseas. Organisers say up to 20,000 people may take part in talks, rallies, colourful protests and many cultural festivities designed to pressure the Federal Government on Indigeneous rights issues. They want the Government to provide a temporary campsite for the supporters, saying “organised chaos was better than disorganised chaos.”

The 2006 Stolenwealth Games convergence, described by organisers as the “cultural festival of the 2006 Commonwealth Games,” was virtually opened on March 2nd with the launch of the official “Stolenwealth Games” website. Scoop Independent News and Perth Indymedia reported that the launch was held at Federation Square in Melbourne. The site contents were projected via wireless laptop by the Stolenwealth Games General Manager, and a tour of the website was given on the big screen. He said “overwhelming amusement was the response from the audience.” The group say permanent access points to the website are being set up at public internet facilities across Victoria during the coming weeks.

“Interest in the Stolenwealth Games is building all over the world and this fresh, exciting and contemporary site will draw in people from Stolenwealth Nations around the globe to find out about the latest news and events,” said a Stolenwealth Games spokesperson. “We have been getting many requests from around the world wanting to know about the Stolenwealth Games. We have provided many ways that individuals and organisations can support the campaign by spreading the word.”

The Victorian Traditional Owner Land Justice Group (VTOLJG) which represents the first nation groups of Victoria, has announced its support to boycott the 2006 Commonwealth Games until the Government “recognises Traditional Owner rights.” The group asserts that culture has been misappropriated in preparation for the Games.

Organisers of the campaign say they welcome the formal support from the Traditional Owners. “While some seek to divide and discredit Indigenous Australia, this support is further evidence that the Aboriginal people are united in opposition to the ongoing criminal genocide that is being perpetrated against the Aboriginal people” said Black GST supporter and Aboriginal Elder, Robbie Thorpe.

“We now have endorsement from the VTOLJG and the Aboriginal Tent Embassy for the aims and objectives of the Campaign and we are looking forward to hosting all indigenous and non-indigenous supporters from across Australia in March,” he said. The Black GST group have said “the convergence will be held as a peaceful, family-focussed demonstration against genocide, and for the restoration of sovereignty and the negotiations towards a Treaty.”

But the campaign has received flak in mainstream media, such as Melbourne’s Herald Sun, who wrote: “the proposal to allow BlackGST to set up an Aboriginal tent embassy at a site well away from the Commonwealth Games will be interpreted by some as the State Government caving in to a radical protest group. A major concern for the Government… is to protect the event from disruption… no chances should be taken…”

The Black GST has been planning the convergence for months, calling for Aboriginal people and their supporters to converge on Melbourne. The Melbourne-based Indigenous rights group have called on thousands of people concerned about the plight of indigenous Australians to converge on Melbourne during the Games, which they have dubbed “the Stolenwealth Games”. But the choice of Kings Domain has made conflict almost inevitable, as the area is one of the areas gazetted by the State Government as a “Games management zone”.

Under the Commonwealth Games Arrangements Act, any area gazetted as a management zone is subject to a range of specific laws – including bans on protesting, creating a disturbance and other activities. The protest bans will be in effect at different times and places, and offenders can be arrested. A spokeswoman for the Black GST, which advocates peaceful protest, said the site had been chosen because it was close to where the Queen will stay on March 15. “We figured that she is only in Melbourne for 27 hours or something like that so we thought we would make it easy for her to come next door and see us,” she said. “We are a very open, welcoming group, so she will be welcome to come and join us.”

Kings Domain is the burial site for 38 indigenous forefathers of Victoria. Black GST elder, Targan, said trade union groups have offered to install infrastructure at the site. The group initially worked with the State Government to find a suitable camp site, but the relationship broke down when the Government failed to meet a deadline imposed by the protesters. “While we are disappointed the ministers were not able to meet deadline on our request, we thank them for their constructive approach towards negotiations and the open-door policy exercised,” said Targan.

A spokesman for Games Minister Justin Madden said the Government was still investigating other sites. Victoria Police Games security commander Brendan Bannan said he was not convinced the Black GST represented the views of most indigenous people. “We are dealing with the Aboriginal community and they don’t seem to support it at all … the wider Aboriginal community don’t support disruption to the Games at all,” he said.

The Government was told that Black GST supporters would camp in Fitzroy Gardens and other city parks should it fail to nominate a site. A spokesman for Aboriginal Affairs Minister Gavan Jennings said the Government was taking the issue seriously, but had not been able to finalise a campsite before the deadline.

Under special Games laws, people protesting or causing a disturbance in “Games management zones” can be arrested and fined. While prominent public spaces such as Federation Square, Birrarung Marr, Albert Park and the Alexandra Gardens fall under the legislation, such tough anti-protest laws cannot be enforced in the nearby Fitzroy Gardens.

Games chairman Ron Walker has urged the group to choose another date for its protest march through the city, which is currently planned to coincide with the opening ceremony on March 15. The group believes that an opportunity to gain attention for indigenous issues was lost at the Sydney Olympics and has vowed to make a highly visible presence at the Games.

The Black GST said the Australian Aboriginal Tent Embassy’s sacred flame, burning over many years at the Canberra site will be carried to Melbourne before the Games, and its arrival would mark the opening of the protest camp from where a march will proceed to the MCG before the Opening Ceremony.

Black GST claims supporters from all over Australia, including three busloads from the West Australian Land Council, will gather in Melbourne during the Games for peaceful protests.

Aboriginal Affairs Minister Gavin Jennings had offered Victoria Park to the protesters. Victoria Park, former home of Collingwood Football Club, where one of the strongest statements of Aboriginal pride, when St Kilda star Nicky Winmar in 1993 raised his jumper and pointed to his bare chest after racial taunts from the Collingwood crowd.

Black GST, which has labelled the Games the Stolenwealth Games, said the State Government had failed to find a suitable venue. Black GST may encourage protesters to camp in prominent parks such as Fitzroy Gardens and Treasury Gardens. Graffiti supporting the action has also appeared in central Melbourne.

Melbourne City councillor Fraser Brindley has offered his home to the Black GST organisers. “I offered my home up to people who are organising visitors to come to the Games,” he said. Cr Brindley will be overseas when the Commonwealth Games are held and has offered the free accommodation at his flat at Parkville. He said he agreed with the protesters’ view that treaties needed to be signed with indigenous Australians. “I’m offering it up to the indigenous people who are coming to remind Her Majesty that her Empire took this land from them,” said Cr Brindlley. Nationals leader Peter Ryan said: “This extremist group has no part in the Australian community.” Melbourne councillor Peter Clarke said the actions were embarrassing and that he would try to discourage him. “It’s not in the spirit of the Games,” he said.

Aboriginal elder, Targan, said the possibility of securing Victoria Park was delightfully ironic. “There’s a lot of irony going on,” Targan, 53, a PhD student at Melbourne University, said. “GST stands for Genocide, Sovereignty and Treaty. We want the genocide of our people to stop; we want some sovereignty over traditional land, certainly how it is used, and we want a treaty with the government,” Targan said.

Italian-based Fiat Auto SPA and US-based Ford Motor Co. announced they signed an agreement to cooperate in designing two small car models. This came only seven months after General Motors severed their relationship with Fiat.

Both companies plan to work together on a new version of the popular Fiat Cinquecento and on a replacement for the Ford Ka, both to be based on the Fiat Panda platform.

The cooperation can help reduce the companies’ small car production costs and ease financial difficulties they are facing. Ford is struggling with high labor and health care costs, while Fiat suffers from its unprofitable Italian plants.

After the deal was announced, shares of Fiat rose $0.06 to $9.44, while Ford gained $0.06 to $9.95 on the New York Stock Exchange (NYSE).

Once you get a chance to talk to West Palm Beach, Florida native Whitney Cunningham, who placed seventh on the eighth cycle of the popular reality TV series America’s Next Top Model, you begin to understand what host Tyra Banks meant when she described her as the “full package.”

First of all, she is confident and headstrong, which is a must on these kinds of shows, almost as much as it is to take a beautiful modelesque picture. Second, she turns that confidence into drive. She has been receiving steady work as a model since leaving the show, and still believes that her goal of being the first woman to wear a size ten dress on the cover of Vogue is in reach. Third, and probably most important to television viewers, she obliterates the age-old model stereotype that to be pretty and photograph well, one must also be vapid and without a thought. A graduate of Dartmouth College, Cunningham also dreams of becoming a writer, and is working toward dual goals: a model who can express herself like no other model before her.

Cunningham recently sat down with Wikinews reporter Mike Halterman in an impassioned interview, taking hours to field questions from the reporter as well as from fans of America’s Next Top Model. Always in high spirits, Cunningham shows that she is a distinct personality who has carved her own niche in the Top Model history books. At the same time, she exhibits a joie de vivre that is oddly reminiscent of earlier Top Model fan favorite Toccara Jones, who showed America just how to be “big, black, beautiful and loving it.” However, Cunningham is quick to remind everyone that she isn’t big at all; she is simply a regular woman.

Basic Human Evolutionary Psychology

Humans have been breeding since… well, since the time where our ancestors popped one of us out that could be classified as a human really. All of us are the by product of breeding. All of your ancestors were successful in reproducing. You carry genes that have been passed down from parent to child throughout the generations.

What does all this mean? Well, two of the most agreed upon goals of life for any organism is the goal to survive and the goal to replicate or reproduce. These two goals, biologically, are the core purpose of any organism. To continue on the species down our family lines and to spread our genes is a biological success.

Getting down to the basics, there is two ways a person determines if another person is a good person to mate with. Firstly, the person is preferably of the opposite sex (now of course this only explains male to female and vice versa attraction). The person has to have reproductive value for the other, namely, mating with the person will provide the chance of having a baby that has good genes (namely, genes that will help the child survive and replicate). Secondly, a person has to have good survival value. The person is healthy and has qualities about them that continue their survival and they provide their partner and offspring provisions so that they survive and replicate more.

In most cases, females have a higher reproductive value than we do. Females will always have a guy that wants to reproduce with them. Rarely will you see a female without a single guy that will desire them. Even ugly girls, if they went out and offered sex freely could get laid. Getting laid simply isn’t a hard thing for girls to do. Guys hand out sex on a platter to almost all women and therefore the reproductive value of most guys is well, nothing. Unless you have good genes that help your offspring survive and replicate more. I’ll get to this point later, after I explain survival value.

Males however have more survival value. As social creatures we band together in groups. It may sound cliche, but in almost all times in history, the men would go and provide for the family while the women would tend at home. Men are simply built more for hunting and physical work. The men would look after the women and children and thus provide survival value. Nowadays, women can survive on their own. Times have changed and the need to find a male to survive is gone. Also, in this day and age, men are becoming boys and have less and less survival AND replication value.

Now I’m painting a bleak view of the world and you better believe it. In terms of the game of sex, women obviously have the advantage over a vast majority of men. But there is hope. There is a select, small group of men that women like to breed with, men that they go crazy after. These men have the qualities that invoke deep emotions in the women, emotions that were developed through millions of years of evolution. The emotions are telling the women to reproduce with these men because the men display the qualities that genetically have been extremely successful in both survival and replication. Who are these men?

The alpha males. Alpha males are the leaders, the ones with authority and power over a social group and also the ones who have the most part in determining whether the group survives or dies. The alpha males are on the top of the social hierarchy and other males will usually rank themselves down (though this is not entirely conscious). To lead the group, the alpha male has to have important qualities to them. The ability to make decisions, gain trust, have at least respect and even admiration of the group, among other attributes are needed. So why are they so damn attractive to women?

Before the development of society, humans lived in tribes or small groups. The alpha males, being the leader would have the pick of the women to breed with. He would also be well looked after by his followers and this care would extend to his multiple partners and offspring. It would in fact be advantageous for a woman to attempt to breed with the alpha male due to the protection and extra care they and their offspring would gain from the venture. The children of the alpha males would also have qualities of their fathers and these would be the qualities that put him in the position in the first place. Being a child of the alpha, there would be increased chance for the child to become the alpha themselves and have the same opportunities to pass on the genes. The alpha males were ultimately attractive for their survival and replication value.

What about the beta males? Beta males get laid purely on survival value. That is, they have the capacity for looking after the female and their young, they have relatively good genes, and they are safe in that they don’t have as much choice in partners as the alpha males and thus would be more stable in their relationships (and looking after the young). Also, coupled with the fact that there are far more beta males than alpha males, and that the alphas might not want to bump uglies with all the women, statistically and out of necessity, women will still mate with betas. The woman still has the drive to reproduce and when the best is not available, they may settle for less.

So what would be the point of me giving you this bleak (if you’re not an alpha) sounding history lesson? Well, the good news is that as humans, we are intelligent creatures. Well, most of us are anyway, and if you’re reading this at the moment you most definitely have the amount of intelligence needed to understand what I’m going to tell you next.

We’re intelligent creatures and with the invention of language and society, a new era of sexual science had emerged. Our groups became too big and alphas became more dispersed. People could learn and pass on information. People passed on their ideas of attraction and seduction. Previously beta males could learn to become alphas through altering their behaviour, which was also an outcome of intelligence.

Even though our intelligence has developed tremendously in the last however many thousand years of evolution, our emotional brains, having been highly developed through millions of years of hard testing, haven’t changed much at all. This includes the base instincts in females to respond to alpha males and in particularly the qualities that an alpha male possesses. We are able to consciously study and alter behaviour as we wish. If we put in the hard work, we can change our behaviour to fit the blueprints of an alpha male. With verbal communication, we can convey information that denotes us as alpha males.

This is just the next step in our evolution. Women wear makeup, dye their hair, do their nails and have cosmetic surgery to accent and alter their physical attributes to highlight and maximise their attractive qualities. Fortunately, for us males, we only really need to learn to display certain attributes. As a final aside, it is important to remember that evolutionarily, there was no need for verbal game. Our non verbals are much more important than what we say and keeping this in mind will help you immensely through your journey.

The Reuters news agency has retracted a photograph of Beirut, Lebanon, after finding out that it was altered. Reuters released a statement saying: “Photo editing software was improperly used on this image. A corrected version will immediately follow this advisory. We are sorry for any inconvience.” The photograph had shown two plumes of black smoke rising out of buildings in Beirut.

Meanwhile a Reuters employee was suspended after using Reuters internet access to issue a threat saying, “I look forward to the day when you pigs get your throats cut.” The e-mail was sent to Charles Johnson, who maintains the Little Green Footballs blog. Johnson said: “This particular death threat is a bit different from the run of the mill hate mail we get around here, because an IP lookup on the sender reveals that he/she/it was using an account at none other than Reuters News. I think it’s more than fair to say that Reuters has a big problem.”

Reuters spokesman Ed Williams said: “I can confirm that an employee has been suspended pending further investigation. The individual was not an employee of Reuters’ news division.”

The upcoming 2006 Brampton municipal election, to be held November 13, features an array of candidates looking to represent their wards in city council or the council of the Peel Region.

Wikinews contributor Nick Moreau contacted many of the candidates, including Dalbir S. Kathuria, asking them to answer common questions sent in an email. This ward’s incumbent is John Sprovieri; also challenging Sprovieri is Derek Begley, Sherdaljit Dhillon, Mahen Gupta, Satpaul Johal, and Vahid Saadati-Khanshir.
